Luis Felipe Barrios Cadena
Graduated from school Gimnasio Moderno. Attorney-at-law degree from University Colegio Mayor de Nuestra Señora del Rosario; Mr. Barrios holds a Master’s Degree on Journalism and Media from the Journalism Studies Center of Universidad de Los Andes. He served as legal assistant at the litigation department of law firm Uprimny & Vergara Asociados. In 1990, he was actively involved in the implementation and set up of Notary 41 of Bogotá and was legal counsel for the same. He worked as attorney-at-law at the corporate, foreign investment contract area of law firm Cavelier Abogados; thereafter, he was associate at the corporate area of law firm Prieto, Montoya, Estrada y Asociados (today Prieto, Carrizosa & Asociados), where he actively worked in business counseling and international purchase agreements. In 1994 he began working as an independent lawyer when he founded Barrios, Velez & Asociados; Since then, he has been counselor for the Office of the Presidency of Colombia in the contracting area for the rescue of shipwrecks; he has been legal advisor on the structuring of legal contracting systems for oil, technology, communication companies and entrepreneurs from other sectors and has dynamically participated on corporate structuring processes, mergers, demergers, international acquisition of companies from diverse sectors, mainly communications, industry and technology. He has carried out different academic activities as a lecturer on corporate law and business contracts at institutions such as the Centro de Estudio Superiores de Administración and Universidad de los Andes; he is a member of the Legal Committee of the National Newspaper Association (Asociación Nacional de Diarios – Andiarios) and the Subcommittee of Mercantile Practices of the Chamber of Commerce of Bogotá.
Ricardo Vélez Ochoa
Graduated from school Gimnasio Campestre, attorney-at-law graduated from University Pontificia Universidad Javeriana. Mr. Velez holds a Master’s Degree on Insurance Law at the same University; Master on Maritime Law from University of Comillas-Spanish Maritime Institute (Madrid) where he received an honorific mention; Master on Maritime Business from the same University. He worked as attorney-at-law for law firm Esguerra, Gamba, Barrera & Asociados, law firm Cavelier Abogados, at the litigation area of law firm Prieto, Carrizosa & Asociados; Legal Vice-President of Grupo Aviatur S.A. and, since 1996, he has been partner of Barrios, Velez & Asociados. He gained experience abroad from law firms Shaw & Croft, Ince & Co and Stephenson Harwood of London. Since 2005, he has been Professor at the Pontificia Universidad Javeriana for the Civil Liability program; he was Professor for the Property program (1998-2004); since 2000, he has been Professor for the Maritime and Air Transport Law course for the Master on Commercial Law and professor for the Transportation Insurance course for the Master on Insurance at the same University. Professor for Civil Liability Insurance for the Master of Insurance at Universidad Javeriana. Professor since 2002 for the transportation module of the Commercial Law Master of Universidad de los Andes. Member of the Law School Council of Universidad Javeriana (2002-2008). Representative for Colombia before the UN-UNCITRAL at the sessions for Unification of Mercantile Law in New York (2004, 2005 and 2006), Director and co-author of the research called “Species Shipwreck” published by Pontifica Universidad Javeriana; Mr. Velez is also arbitrator for the Chamber of Commerce of Bogotá.
Armando Gutiérrez Villalba
Attorney-at-law graduated from Pontificia Universidad Javeriana. Mr. Gutierez holds a Master’s Degree in Administrative Law, with honorific mention, and Insurance Law, obtaining the highest average of his graduation year at the same university. In 1997, he began working as lawyer for Barrios, Velez & Asociados, at the litigation, insurance and administrative contracts area, and has been a partner since 2005. Since such year, he has been Professor for the Administrative Program of the Legal Sciences School at Pontificia Universidad Javeriana and for the module on Origin and Principles of Administrative Law for the Administrative Law Master at the same University since 2001. He has also been professor of Constitutional History, professor on the course “Administrative Law Aspects in Communication Law” for the Communication Law Master, and Member of the Advisory Committee for the Administrative Law Master’s Degree Program. Representative for Colombia before the UN-UNCITRAL at the sessions for Unification of Mercantile Law in New York (2005).
Myriam Andrea Montenegro Revelo
Attorney-at-law from Colegio Mayor de Nuestra Señora del Rosario (2001). Due to her outstanding academic performance, Ms. Montenegro was released from law school mandatory graduation exams. Master’s Degree on Administrative Law from Universidad Externado de Colombia (2003) and Contractual Law from Colegio Mayor de Nuestra Señora del Rosario (2005). She worked at Brigard & Urrutia Abogados firm (2002-2004) in the area of Administrative Law and Utilities focused on the Electric Power Sector Ruling, as well as the structuring and tracking of judicial proceedings raised by different electric power generating agents against the Nation. Since 2004, she serves in the corporate area of Barrios Velez & Asociados and has worked primarily on the legal counseling of business, corporate and contractual matters. As an attorney of the Firm’s Corporate Law Department, she has led significant contracting projects regarding technology, audiovisual production for cinematography and television, communications, and alike; she has actively participated on company integration and purchase processes for national and foreign investors. Since 2010, she is a partner of the Firm, in charge of public and private contracts, as well as business corporate projects.
